Would a hairdresser cut hair that is falling out due to split ends?

Basically, the hair is over-processed as it’s been lightened with hydrogen peroxide and powder bleach hair dye too much in a short amount of time.
The hair loss is mild and not coming out at the roots but rather breaking off towards the ends from the mid section of hair.
I was wondering if a hairdresser would accept cut/styling this hair? Or if not how long they would recommend waiting before touching it?

NOTE: The hair is being well moisturized in the meantime, with olive oil, hair masks and conditioning treatments.
