When making a body mist using essential oils, is it neccessary to add alcohol?

In some of the recipes I’ve looked at for body mists, they call for unscented alcohol like vodka and distilled water…other recipes do not call alcohol, but only for distilled water. What does the alcohol do? Does it help disperse the oils?
